Kommentar

Bei der weiblichen Genitalverstümmelung handelt es sich um unterschiedliche traditionelle Praktiken, bei denen die äußeren Genitalien des Mädchens oder der Frau teilweise oder vollständig entfernt oder verletzt werden. In der Diskussion um eine angemessene Bezeichnung wurde die Formulierung „Beschneidung“ (Zirkumzision) von uns verworfen, um weder einen sprachlichen noch assoziativen Bezug zur Beschneidung von Jungen und Männern herzustellen. In Art und Ausmaß sind die verstümmelnden Praktiken an Mädchen und Frauen nicht mit der Beschneidung von Jungen zu vergleichen. Um das schwere Ausmaß des Eingriffs in die körperliche Unversehrtheit eines Mädchens zu betonen, hat sich international der Begriff "weibliche Genitalverstümmelung", in englischer Entsprechung "Female Genital Mutilation" (FGM), durchgesetzt. Er wird auch vom Inter-African Committee on Traditional Practices Affecting the Health of Women and Children (IAC) verwendet. Einige Interessengruppen bevorzugen andere Begriffe, wie “Female Genital Cutting” (FGC) oder seltener „Female Circumcision“ (FC), die sie als weniger verletzend für die Selbstachtung und Würde der betroffenen Frauen ansehen. In der Arbeit mit der Bevölkerung in unseren Partnerländern werden häufig die einheimischen Begriffe der Lokalsprachen verwendet.

文化的、ないし他の社会的要因により、女性の外性器に障害を与える一連の行為を指す。主にアフリカやアラブ諸国、東南アジアの一部で実施され、これまでに1億3000万人の女児、女性が何らかの形で被害にあっており、少なくとも200万人の女児が毎年被害に苦しんでいる。

女性性器搾取(FGM)
女性の健康、人権問題に取り組む国際機関、活動家の中で一般的に使用されている名称。身体的な影響を与える行為の意味に加え、基本的人権への損傷の意味が内包されている。1994年以来、公式会議文書・政策提言や啓蒙活動にも使用されている。
女性性器切除(FGC)
現在UNFPAでは、女性性器搾取という名称が、施行されている地域や個人を中傷する可能性を懸念し、文化・宗教・すべての社会の価値を尊重したうえで、より中立的な呼称として女性性器切除を使用している。

FGC/FGM refers to all procedures involving partial or total removal of the external female genitalia or other injury to the female genital organs for cultural or other non-medical reasons. What are the different types of FGC? The World Health Organization (WHO) has identified four types: Type 1: Excision of the prepuce, with or without excision of part or all of the clitoris. Type 2: Excision of the clitoris with partial or total excision of the labia minora. Type 3: Excision of part or all of the external genitalia and stitching/narrowing of the vaginal opening (infibulation). Sometimes referred to as pharaonic circumcision. Type 4: Others. E.g. pricking, piercing or incising, stretching, burning of the clitoris, scraping of tissue surrounding the vaginal orifice, cutting of the vagina, introduction of corrosive substances or herbs into the vagina to cause bleeding or to tighten the opening. Which type is the most common? Types I and II are the most common, with variation among countries. Type III, infibulation, constitutes about 20% of all affected women and is most likely in Somalia, Northern Sudan and Djibouti.
